这位爷于1953年5月15日出生，1975年毕业于美国海军学院，曾经于2006年9月至2007年9月出任第七舰队司令，2007年9月至2009年8月出任海军作战部负责作战能力和资源整合的副部长，2009年8月出任海军作战部第一副部长并晋升海军上将，2011年6月被提名出任下一任海军作战部长。

2011年6月时任国防部长盖茨向奥巴马推荐格林纳特上将接替即将退役的拉夫黑德上将出任下一任海军作战部长，而非媒体此前猜测的欧洲司令部司令斯塔夫里迪斯海军上将，美国参议院已经批准了这项提名，他在2011年的9月正式出任美国海军一把手。

随着某国影响力的上升及其军事能力的扩张，奥巴马政Ｆ越来越多的军政官员把亚洲视为美国国家安全的关键因素。对此，美海军新任作战部长格林纳特表示同意，并暗示美国对亚太地区的重视程度不会因预算削减受到影响。

格林纳特在当时的电话会议中表示：“亚洲无疑将是美国优先考虑的区域，并且我们将对有关行动作出相应地调整。”据他称，与十年前一艘航母仅有70%时间可部署在亚太地区相比，现在美国海军“乔治·华盛顿”号航母已长驻亚太地区。

美国官员誓要扩大其在东南亚地区的海军存在，并要维护南洋“航海自由”，尽管某国已在南海地区宣示领土主权。对此，格林纳特表示，虽然除亚洲之外，美国海军也需要确保其在世界范围内的存在，但是当涉及海军行动和伙伴国家的联合演习时，受预算压力影响，海军必须被迫做出“取舍”。

格林纳特指出，虽然美国海军行动步伐已加速，但与十年前相比，海军可供派遣的舰艇与军事人员的数量却已大不如前。据美国海军称，据海军称，2001年，美国海军拥有320艘现役舰艇，而现在仅有284艘，其兵力也从之前的37.5万降低至32.5万。
