Actually, the author is calling for a tax on unrealized capital gains here. A wealth tax of 0.1% would apply not just to increases in equity markets, but also to existing stock holdings, bond holdings, homes, cars, etc. etc., which is a lot more than $4.7 trillion.

The people writing the headlines should really read the articles. The data suggest, as the article accurately states, that US mobility is relatively low, globally. They do NOT show, however, that this has changed materially over time. US income mobility (i.e. likelihood of people in quintile X moving to quintile Y) has remained essentially unchanged since the 60s.

Let me xplain. 'Wealth' is measured as 'net worth'; Your assets minus your liabilities ('What you own vs what you owe')
There are people that owe more on their home than what it's worth (underwater). Their net worth is NEGATIVE. They may have a good job and live in a nice place and drive a nice car BUT... they owe the bank. NO 'wealth' here.
Kids come outa skoolz, land a nice job, live a happy life BUT... they owe $50K in student loans. Again... NO 'wealth'.
My golfing buddy lives in a mansion, drives a $80K car BUT... he just opened a new office and took out a loan to pay for equipment and such. He OWES the bank money. he has NO 'wealth'. You can write a similar story about most any business man.
I on the other hand own my home, my cars are paid off and I have money in the bank.I have more wealth than a third of Americans combined!
If you're homeless and somebody gives you a dollar... you now have more wealth than approx. a third of Americans combined!

另一方面,我有自己的房子,我的车钱付清了,我有钱在银行。我有比三分之一的美国人加起来更多的财产。
如果你无家可归,而没人给了你一美元。。。你现在就比大概三分之一的美国人之和还有钱。

Seems hard to believe that only $50,000 to $200,000 in wealth (not income) makes one UPPER middle class! Seems to me that anyone with a net worth in that range is pretty damn poor, not upper middle class. Upper middle class people often own CARS worth more than $50,000.
看上去很难相信仅仅有5万到20万美元的财产(不是收入)就足以使一个人成为中产阶级的上层!对我来说,任何人的净资产才在那个范围里是很穷的,不是中产阶级上层。中产阶级上层应该拥有一辆汽车,价值超过5万美元。
